Redevelopment of the decayed Gulfgate Mall into a 70- acre retail center consisting of multiple anchor tenants. Included the demolition of the existing buildings on the mall site and the theater building located on property adjacent to the South Loop Freeway. Redevelopment of the mall will create jobs in the middle-to-low income area and will spawn a wave of development in the 16-square-mile East End.

The site consists of a major retail development of over 70 acres. CLR designed public water lines and public paving improvements to serve the site as well as private water, sewer, drainage and paving facilities to serve the site. CLR has provided civil engineering for all phases of the project. Services included the design of infrastructure improvements to the utilities and roadways currently serving the mall site.
